Administrative Resolution No.3:
Dear Valli Vue Homeowners,
As your Board of Directors, we are committed to fostering a fair and well-maintained community
while balancing the evolving needs of our neighborhood. Over the past year, we’ve worked to
address longstanding concerns about covenant enforcement, which has been challenging for our
HOA for some time. Historically, enforcement practices became inconsistent due to the lack of a
reasonable fine structure under Administrative Resolution No. 2, implemented in the 1980s. This
inconsistency, coupled with legal threats received last spring, led the Board to reevaluate how we enforce covenants to ensure fairness and compliance with Valli Vue’s governing documents.
To address these issues, Dannielle, from our management company, began quarterly drive-
throughs of the neighborhood last spring to identify potential covenant violations. Until now, these drive-throughs only resulted in courtesy notices being sent to homeowners, allowing time to address concerns without fines. We took this approach to avoid the harsher penalties outlined in Administrative Resolution No. 2 while the Board worked on adopting a more balanced policy.
We are pleased to announce that the Board has approved Administrative Resolution No. 3,
which outlines a clearer, more structured enforcement process. This resolution ensures
consistency, fairness, and transparency while helping maintain the character and quality of Valli
Vue Estates.
Key Changes in the Enforcement Process:
Courtesy Notifications First: For initial violations, homeowners will receive a courtesy
notice giving them the opportunity to address the issue before any fines are issued.
Reasonable Fine Structure: If violations persist, fines will escalate gradually, as outlined
in the resolution. This approach encourages compliance rather than imposing punitive
measures.
Quarterly Drive-Throughs: Dannielle will continue conducting neighborhood drive-
throughs, with the next one scheduled for later in December.
The updated process reflects our commitment to fostering a positive and cooperative relationship with all homeowners. By working together, we can ensure our community remains a wonderful place to live for everyone.

We also want to remind homeowners of our ongoing effort to modernize the covenants to better
reflect the needs of today’s community. Originally written in the 1970s, many of these rules may
no longer align with modern realities. The newly formed Covenant Review Committee will be
reaching out to gather feedback from homeowners about priorities and potential updates to the
governing documents. Since any changes to the covenants require approval from 75% of all
homeowners, this process will be a collaborative effort and may take a year or more to complete. We encourage everyone to participate in this important initiative to shape the future of Valli Vue Estates.
