Who Are We and Who Should You Call
We are a board of elected but basically volunteer (unpaid) homeowners that look after our roads or Right-of-Way (ROW). We are responsible for the resurfacing projects that occurred recently and last summer, snow plowing and sanding. We call out our general contractor to do summer and winter maintenance on our roads and contract through the Municipality for others jobs. We are a separate board from, but work closely with, the Home Owners Association.

If you want action on our road system, like more or less gravel, speed hump studies, frozen culverts or ditch work, please call the Contract Administrator first, the Chair second or other board member after that. We will do our best to coordinate needed work in a timely manner. Calls to the Home Owners Association, police, or Municipality all get routed back to us, so please call us directly to speed up the process.

Limited Road Service Areas
Limited Road Service Areas (LRSA) are service areas, established by the Anchorage Assembly under Anchorage Municipal Code (AMC) Title 27, to provide limited road maintenance services for rural roads on the Anchorage Hillside. There are twenty-one individual service areas on the Hillside. Each service area has a locally elected Board of Supervisors (Board). All road maintenance work is carried out by private contractors through competitive bids. Each service area maintains a separate fund for use exclusively by that service area. Funds not used in any calendar year are carried over to that service area fund balance for future road maintenance and repairs. Each Board determines the scope of work and directs the contractor doing the road work. The work consists of summer grading, road repair work, pothole repairs, drainage ditch clearing, dust control, snow removal, and ice control. The Valli Vue LRSA Board is separate from the Homeowners Association Board.

Winter Road Maintenance
We are in the third year of our street maintenance contract with Western Construction & Equipment (WC&E). The Municipal Contract calls for snow plowing with accumulations of 4" or more and commencing within 2 hours at end of snow fall or call out and completion within 12 hours. Sanding will be accomplished as needed with special attention to hills, bends and intersections. The Valli Vue LRSA Board has approved a Winter Snow Plan that requests a higher degree of road maintenance and is located on this website. Please call your Contract Administrator with concerns.

Driveway Plowing and Parking
It is illegal to plow your driveway snow into the Right of Way (ROW). It also makes it very difficult to properly plow the ROW and can make for dangerous driving conditions. Similarly, parking vehicles on the street during the winter makes it nearly impossible to properly plow. The ROW extends to and somewhat beyond the drainage ditches and is needed for snow storage during the winter by our contractor.

Street Lights
The LRSA does not handle street lights. The number to report street light problems is Chugach Electric at 762-7676. It generally takes a few weeks for response.

Road Resurfacing Plans
As you are no doubt aware, the Valli Vue roads are in fairly good condition but showing signs of age and requiring a good deal of repair. We will be resurfacing the road system as a means to restore but not replace it, as the latter is prohibitively expensive. Main Tree Drive was resurfaced last summer and Lone Tree and Crooked Tree Drives were resurfaced this year. It looks pretty good and time will tell how well the process works for us. We will resurface Round Tree and Double Tree Drives next and continue to patch West Tree Drive and see if we can get it into good enough shape to resurface in the future. Our funding has been spent down and we will likely wait another year or so before continuing with resurfacing projects.

Speed Hump Studies
We had five speed humps installed this summer as part of the resurfacing project. These traffic calming devices are only allowed after substantial study by the Municipality and need to show that 90% of traffic is more than five miles over the speed limit. The amount of grade and curvature of the road is also taken into consideration. The design has been approved by both the police and fire departments. Speed hump studies are initiated by homeowner request to the LRSA board.

Who Pays?
Maintenance of our road system is paid with our tax monies which are collected and distributed by the Municipality. Please be aware if you personally pay for work on the Right of Way (ROW), the Board is NOT able to reimburse you. All work must be pre-approved by the LRSA Board and accomplished through Municipal Contract. If you have problems with the ROW, please contact a Board member and we will do our best to respond in a reasonable amount of time.

Meetings
The Valli Vue LRSA Board holds meetings monthly, immediately following the Homeowners Association Board meetings, the first Monday of each month. The Homeowners Association Board meetings begin at 7:30 PM and LRSA meetings generally start by 8:30 PM either, as soon as the Homeowners Board meeting is adjourned or shortly before. Please feel free to attend for whatever reason.

The LRSA Board is currently seeking another member. It would be great to have a board member that lives on Double or West Tree. Please contact the Chair if you are interested.
